I have the honour to acknovledge with thanks your letter of the 30 th ultimo in which you enclose a copy of your appeal to Great Britain and the Allies to give their protection to Latvia.

I am happy to take this opportunity of repeating the assurance which i gawe you en the occasion of your recent visit. His Majesty's Government have viewed with the deepest sympathy the aspirations of the Lettish people and its desire for liberation from the German yoke. They are glad to reaffirm their readiness to grant provisional recognition to the Lettish National Council as a de facto independent body until such time as the Peace Conference lays the foundations of a new era of freedom and happines for your people.

In the meantime His Majesty's Government will be glad to receive you as the informal diplomatic Representative of the Lettish Provisional Government.
